Citizens proposes to reduce the TVA on masks to 4%

The orange formation defends that this extraordinary seriousness or urgency will be appreciated by the competent organ when there is identified objective criteria of a scientific and epidemiological nature common to the entire national territory which are formed by the interterritorial Council of the National Health System upon agreement of objective variables such as population, population density, accumulated prevalence or internal and external mobility of the territorial application of the measures to be adopted.

Citizens has presented a line of amendments to the decree law of the “new normal”, in which it proposes to lower the VAT on masks to 4%, conduct checks on travelers in airports to detect possible coronavirus infections and set sanitary measures based on scientific and equal criteria for all Spain.

These are some of the modifications arranged by Cs in the Congress of Deputies for Royal Decree 21/2020, by 9 June on urgent prevention, containment and coordination measures to face the health crisis caused by Covid-19 that were agreed to with the government of Pedro Sánchez at the time.

From the party led by Inés Arrimadas they explained that their proposals try to adapt the legislation to the challenges of the second wave of the pandemic and create a solid legal framework that enables the government to exercise the responsibility of coordinating the equal health obligations to the entire national territory with agility.

“We cannot allow any measure to be proposed to be involved in the suspicion of partisanship or political interests,” says the Citizens Parliamentary Group, which maintains that it is necessary to end the partisan struggle and between or territories in the fight against Coronavirus.

COMMON OBJECTIVE CRITERIA FOR ALL SPAIN

Therefore, one of the registered amendments refers to the section of the decree that says that unless and when exceptional circumstances or urgent circumstances so require – the General State Administration – the Central Government – will promote, coordinate or adopt, according to its powers, all necessary measures to ensure compliance with the provisions of the law.

The orange formation defends that this “extraordinary seriousness or urgency” will be appreciated by the competent body “once the identification of objective criteria of a scientific and epidemiological nature common to the whole national territory, which are established by the interterritorial Council of the National Health System upon agreement of objective variables such as population, population density, accumulated prevalence or internal and external mobility of the territorial application of the measures to be adopted.

It added that the measures agreed the principles of necessity, effectiveness and suitability ” must meet with respect to the territorial scope they intend to apply, as well as with respect to other territorial areas where comparable circumstances concur

In parallel, this same amendment allows autonomous communities and municipal governments to promote, coordinate or adopt more restrictive measures within the scope of their respective competences when their application is justified.
